Gateway has some $600 machines at Best Buy that would be more than enough to run this game at decent quality settings. However, a 15" screen is quite small when you're used to a 32" (which I just downgraded to a higher quality 27"). The main component missing on a laptop is nice mouse, but external wireless ones work fine.

I build all my own machines and sometimes my work machines, too. A $1000 will build a pretty spiffy machine that often costs upwards of $2000 from any brand name manufacturer.
