You need to gain access the head of the bolts so you can use needle nose pliers or something to keep them from spinning while trying to loosen the nut.
This is not unusual since they sometimes use too much Locktite at the factory.

Soaked it in WD-40 for about 30 mins before starting... Did nothing...
