Maybe we're interpreting the question differently then. "Buying off the lot" to me doesn't mean the assembly line. It means going to a dealership and buying a car off of the dealer lot. And to me, it's a little strange to ask whether or not it's possible to do that. I highly doubt he was asking about buying off the assembly line, considering that the assembly line is in Japan. It would be helpful if the OP could clarify the question though.
