TPMS and VDC are unrelated. If you changed wheels, did you move your old TPMS sensors over, or do the new wheels have new ones (or none at all?).

VDC should always be able to be disabled. If anything, any sort of VDC error (coming from things like mismatched tire sizes, ABS problems, or mounting the steering shaft incorrectly) tends to disable it, not perma-enable it.
