Here's my problem. What in this situation is going to discourage teams from cheating? They were cheating but they got the win cause we forfeited. If the refs can't do anything then the team ain't going to stop. So they either win by cheating or win by the other team forfeiting. So why follow the rules?

The point of being a Ref is when someone is doing something blatantly against the rules, it's your JOB to
do something about it.
This is why when I played LL baseball and my mom was our coach, she always had a copy of the rules on hand for such an occasion.
