Make no mistake, the MS3 will walk all over the Civic in a race (stock for stock). However, the Civic is a more reliable motor, has a smoother transmission and shifter, etc.
For me, I would consider the Civic and add some supporting mods or a small roots supercharger for a fun ride on a budget.
