Yes.
Full soft on the Stillen (and most all of the aftermarket bars) is still stiffer than stock.
Setting stiffer reduces body roll and weight transfer so the car will stay flatter in the corner. Reducing the weight transfer to the outside tire actually reduces grip somewhat since the outside tire is the tire with the appropriate camber profile. So generally speaking going stiffer at the front will create turn-in understeer (but possibly help keep the rear more planted) and stiffer at the rear will create oversteer. This is a gross generalization as there are other factors at play related to spring rates and damping.
