It's the hp measured at the wheels by a dynometer. Advertised power is from the crank. When adding power, the best way to measure gains is to the wheels as this is much more feasable to do, and the most accurate. Boltons aren't the only way to improve whp; Wheel sizes, wheel weight, drivetrain changes such as flywheels, clutches, and rotor weight will change the reading to the wheels.
