yah, i have idiots in my area too that key cars and bump them with no respect at the stores. i also have local indian kids that ride their bike up and down people's driveways and bump cars with their bikes.

do you have an impact gun? if not try a closed wrench and hit it with a mallet pretty good. wear goggles. should get that sucker off.
i use a 18v milwaukee impact 3/8 drive. works great.
