Not necessarily...The ratios are different naturally, and the friction need to spin the next gears up to speed vary. This is VERY common over on the Corvette forum even with the new gearbox.. Always second gear. Many gearboxes designed to take relatively large applications of power seem to have this characteristic..I'd say perfectly normal.
