from what i'm hearing that's her exbf and his best friend and yes arms and jaws removed so not a threat. they apparently have enough of a smell to keep other zombies from smelling here, almost like a camouflage. can't wait to see what they do with the next season. apparently The Governor has been cast too. as i have not read the books i'm not sure what all the character is about but it sounds like he's pretty important and that will probably be the main story line next year like Hershel's farm was this year
