A "chip" has a generic tune in it. Not the best idea since every car is going to be different.
"tuning" a car means you access the computer for the car via an aftermarket controller. With that you change parameters like timing, amount of fuel, rev limiter, etc...This is most commonly done on a dyno. You can do it on the road, but isn't as safe and can take a lot longer since you have to drive the car to do it.
