Sure plastic epoxy let it dry sand. a little light sanding and cover it with small amount of filler again sand. Get some spray touch up paint from a good paint dealer base coat clear coat mask off and blend buff and polish. Should look as good as new probably cost you about $150 in paint and supplies.

If the bumper is fiberglass then fiber glass matting and epoxy. Easy to work with and cheap you can but that stuff at Walmart.
