It depends on your level of empathy for others - if you're considerate of what time it is...
For example, I play drums semi-professionally. I practice on my own at my house when I'm up to it - and I don't play past 9PM. Noise ordinance only applies to amplified music...and it's a case of "if you're loud enough to cause a complaint, you're too loud" for my city.
Technically, since my drums are not amplified, I could play at 2AM with the windows open and be a real asshat. There's even been times (recording/testing), that I'd really like to...but, I don't.
Same with my bike. The exhaust is loud even at idle, but I make sure I don't run it any longer than I have to, and sure as hell don't rev it outside of 9AM - 9PM.
