Well, the only thing I can add is;
being this was a fraudulent Internet purchase it becomes the jurisdiction of the FBI, not the local police. They should have been contacted immediately. This was never done. People suffer this type of fraudulent activity everyday and this is no exception. Acting quickly and reporting it can ensure immediate results. This is not a case of petty larceny but grand larceny and is an imprisionable offense.
Had the OP acted upon the information with the FBI, I would dare say he would be on his way to receiving the money back and the perpetrator who is known, would be on his way to prison. Any action by the OP to personally retrieve the money by force or make public threats would be deemed a criminal act.
