No, not all cops are bad. But most of the ones I've seen are. And a good percentage of them are either jerks or even corrupt and criminal. Another problem is that your "good" cops hardly ever do anything to bust the bad ones. In fact, almost all cops are guaranteed to lie and cheat in order to cover up for their colleagues.
