And it looks like a moisture issue with the paint proces to me. Maybe there was moisture on the panel when it was painted, or some chemical was sprayed on the car that softened the clear coat and it absorbs moisture when you wash it. Clear coat turns milky when the humidity is too high or there is moisture in the gun or paint process. That would explain why it comes and goes, and I'm guessing it just rared up when you washed it.
