I don't believe this bolt serves any useful functional purpose other than as stated above. Remove it and store it in a bag with the other parts from various modifications (ie clutch pedal spring)
Btw, did any of you noticed (doubt it makes any difference), but the valve stem on the oe wheels is aligned to the same position as this bolt. That is, if the bolt is at 12oclock, so is the valve stem (assuming of course this is the first time you've removed the wheels).
