The best way to remove these bolts is to loosen it a little the tighten loosen more tighten and so on it helps keep the loctite from jamming up in the threads plus it will chew it up so to speak and make it easier to remove.

As far as tamper poof or not if he didn't have the tamper proof he wouldn't get on it.
