I have learned over 10 years using paypal that you have to be very diligent when selling something... too many scams out there. Tracking numbers and pictures galore are your friend.
Sorry about the wheels... open a dispute... paypal always favors the buyer... it is the burden of the seller to prove they did the right thing.
