First of all he was asking about 400WHP not Crank.. Big difference.
Second, of all the VVEL is very close to being broken from what I understand but it doesn't seem to be very promising gains. From what my tuner has told me, they have actually been able to change lift and other things of that nature but instead of gain there was decrease and even a blown engine.
I don't think you answered one single question that the OP asked... He asked if its possible to achieve 400 WHP off a 4.5 L engine and it is quite achievable with the right amount of $. So the answer is not
"NO" as you state.
