I don't doubt that your shop did everything right. My guess is you need a new bumper cover. Water based auto paints are better than solvant. I work in body shop. It's most likely something was on the plastic that could not be removed. It happens. honestly what the shop should be doing is calling thier paint rep, and have him look at it. He will tell them what's wrong if they don't know already. Anytime our shop has a problem we contact our Sikkens rep, and he's right there. 99% of time it's a problem with the bumper cover it self. There should be some kind of warrenty on your bumper. Well as long as it's an OEM cover.
