Let's think about this for a second from the standpoint of energy. Something has to be converted to a form of energy in order for the zombies to move at all. They may not follow the rules of the human body but they must follow the rules of physics or else they would be aliens and that would be a whole other problem.

Most zombie movies I have seen show some of the zombies starving to the point that they can barely move but not necessarily cease activity. We need to figure out a way to disrupt that energy delivery system in a way that puts them in a state of suspended animation. If we can do this then we can round them all up and only have to use one or two nukes to rid the world of them. Maybe we keep them around to do experiments or we can weaponize them...
