I've been even more boring on base than off, I never speed because it's just not worth it for the first sergeant to decide what my 'punishment' should be vs just paying a fine.
I only got one on base when I was in Germany and that was because the cops said I did a 'california stop' at a stop sign. Even though I took my 3 seconds to look left, right and left again... Honestly, I think they just wanted to check out my (now ex-)wife because there was no reason one cop got out, came to the car, saw us, then waved the other up...
