Not quite. Right? You always get three race choices and at least one is for a car you own, but they can be races offered for a car you don't own. For example, I've been offered A races, but I own no A cars yet -- I could upgrade, but who upgrades from C to A.
The funny thing is the "customized to a car you own" function isn't always predictable. I was offered a race for a car I owned, but wasn't currently driving. So I go change into that car and that same race is not offered.
