Former Ca resident who moved to Vegas 5 yrs ago
First of all you are making this a much bigger deal than it will be. When the time comes you just go to the DMV and register the car here in Vegas. They will charge you the same as they charge local resisdents. Simple as that. There is no conspiracy against outsiders. I believe my regestration was 500+ on my 370z. At the time I moved here my regestration was only a difference of 5 dollars on my 280z and 300zx; no not much of a price difference between here and Ca.
As for driving here in Vegas with Ca drivers lic and registeration I do not recomend it. You have a 90 day grace period and after that IF you get caugh you are looking at huge penelties. Baically if you live here for lets say 6mo and then get caught, you then have to pay a 500 dollar fine plus backwards regestration for 6mo's plus a few other fees. It's just better to do it with in the first few weeks of moving here.
There are tons of cops here compared to Ca. I remember living in southern Ca I would see a cop maybe every few weeks. Here in Vegas you see 5+ cops driving every day. I was honestly very surprised by this. In Ca street racing is an almost daily occurance where as here it's very rare due to the cop presence. The good thing is they aren't after speeders most of the time and are in fact looking for drunks. We have a very high amount of drunk drivers here and because of the Vegas life the drunk population is almost 24-7 versus other areas where it's only in the early mornings. Most cops here are pretty decent BUT they do look for out of state tags, they do implement speed traps, and they do use aircraft monitoring. So again, I say better to get the tags changed over sooner rather than later.
