But it is legal to own them, so what you do over the State line regarding sale/transfer, then drive back to MD is perfectly legal

This section does not apply to a .22 caliber rifle with a tubular magazine

However if I was to find one discarded on the floor and take possession of it, I would not consider that a transfer.
