Recheck you policy. You might have $1000 deductible on collision, but comprehensive might have a lower deductible (assuming you bought it). Comphensive covers things like vandalism, glass, fire, theft. At any rate, vandalism claims generally aren't chargeable events like accidents and shouldn't affect your rates (assuming it's a quality insurance policy).
When find out who the little bastards are, you can sue in small claims court. Note that if they're juveniles, you might need an attorney to get the info.
