Just like any town in America, there are good areas and bad areas. The Inner Harbor/Fells Point is where a lot of great things happen; as you go past some areas then you just have to exercise caution - nothing more that what you would have done else where. I mean if you walk around some bad areas waving your Japanese flag with money spilling out of your touristic duffle bag... chances are you'll get jump. I myself would jump you in that situation as well
I've lived in the area for a long time and actually love all the activities there are. Most of the issues happen during the summer with higher temperatures and in the ghetto. Don't get me started in SouthEast DC, some not so glam areas of Chicago, NY...
