Trust me, I started out as a base plus Touring and those base 18" wheels do the car no favors. Stepping up to the Sport Package wheels is the cheapest way to get a set of very good looking quality wheels and tires.

I would also do wheels, drop, then worry about the body. In fact, this is also what I did for my car and it turned out very nicely albeit not quite as elaborate as your plans.
