I had a similar situation in the parking lot behind my business. It's actually a city parking lot, but my employees and tenants park there as well. next to it is a 'group home for troubled youth'. You think regular kids are bad, try these on for size.

After one of my tenants came in and told me they were playing football in the lot (and intentionally 'skipping' the football off of car roofs), I called the director of the center. He said he'd look into it. Next day, same thing, but now they're playing baseball in the lot, too. Called him again and told him that next time, the call went to the Police instead of him. Next day, same thing, so I called the Police. I had to call the Police every day for almost two weeks before the Counselors finally got it through their thick head that the kids shouldn't be using the lot as a playground. They all drive beaters so it wasn't any big deal to them - they saw absolutely nothing wrong with it. The Police finally got it through to them that THEY would be going to jail - no the kids - if they continued to let them play in the lot. Stopped after that.
