GTA San Andreas is a great game...better in some aspects than GTAIV. But, GTAIV blows it away when it comes to graphics and getting to do cool shtuff...

My charactor in GTAIV was in a moving truck. I rolled quietly up on a guy walking on the sidewalk and blew the horn - the guy jumped and yelled some funny stuff - something I NEVER heard since (and I've tried) - I was laughing so hard I had tears.
