Legally, you may have a shop remove a functional airbag only with cause(ie, too short), but you may personally remove it without issue.

The real issue to worry about is your insurance company, since they can refuse to cover injuries resulting from the missing airbag (state farm didnt care last I checked, ymmv). And then of course, the risk of killing or seriously injuring yourself, but that's a decision for you to make.
