DC is very strict about it and will hook you if the cops see you without handsfree. Its not yet illegal in va but hopefully its coming soon. Its true only stupid people are breeding. I had wondered if she did hit what would happen to her. Seeing the guy was there to witness i would hope she would be locked up or a long time.
