Start with vinegar and a plush microfiber... don't scrub overly aggressively as you can cause 'spots' where you rub on the matte finish.

Once they're removed (as weird as this will sound) use you're preferred tire dressing (provided its not a really oily silicone style high gloss one) and apply it to the wheels. It will make them dark without making them appear shiny and even out the coloring.
