It's not reflexes, it's judgement....the point where you are old enough to have seen how many idiot drivers out there are trying to kill you, where you actually believe in your own mortality, or have a family that depends on you. That's the point when you hit the brakes instead of accelerator when the light turns yellow, or assume that every guy sitting at the intersection waiting to turn into your lane is going to pull right out in front of you. Where you stop assuming that you're safe because you have the legal right-of-way. And driving habits? It was always amazing to me how many brake jobs I had to pay for on my kids' cars, and how few they need these days. Relying on the brakes and reflexes instead of judgment and anticipation to keep from getting into trouble.
No doubt there are stupid drivers that lack judgement in every age group, they're just more readily found in that 16-23 year-old demographic.
