It doesn't require an insanely nice setup. It's not just about quality, but it's the convenience of not needing to rely on the sub-par onboard audio device, analog out of a discrete sound card, or even justify for an expensive audio processor. There are two choices: SPDIF or USB. Not many portable devices or computers have SPDIF output, so USB is the easiest and cheapest way to go.
The $10 plug-in is just a visual interface for the Analog Devices DSP, which probably has better EQ adjustment (Paremetric EQ, actually) than whatever the sound card drivers has to offer. The settings are stored on the board.
So with USB, I can plug into whatever device that has a USB port and supports the USB audio device standard. The only drawback is that this board has 2V pre-outs.

PC or Tablet via single USB Cable -> USB Streamer Board & miniDSP -> Amps
