Hate to break it to you, but Arnold is no meteorologist.
National Weather Service forecasters will forecast "isolated" thunderstorms when they are pretty certain that storms are going to form, but only expect them to affect about 10% of the area. In other words, 90% of the area won't get wet.
Not the exact definition, but it has nothing to do with forming over water.
