19's are optimum size for street imo, 18's for track (tires cheaper and more sidewall rubber to soften uneven roads while keeping suspension setting stiff) and 20's for dressup. Unless u got super bbk's.

18's for track also because the wheels themselves are generally cheaper and lighter.
