Depending on how nice your dealer is, they might cover it. Speaking from personal experience, they might sight it as a paint chip if the car is 4 weeks old and do nothing but give you touch up paint to fix it. You will need clear coat however.

Are the edges smooth or rough around the blemish? If they are rough, it can be an indication of the clear coat failing. Keep this in mind when you talk to the dealer. If they say it was a rock chip, simply say it didn't go though to the paint.
