I highly doubt it! You can go to those "other shops" and get your inspection sticker. They have mirrors to check for cat converters and a video camera to check under your car. Of course, lets not forget the Emission OBD II check. I was at the NJ inspection station 2 days ago for my dad's car, and now they lift the front of the car.
