A wheel or spacer can be hub-centric without using a hub-centric ring (plastic shim). The shims are just so that wheel/spacer mfgs can make universal parts that fit different hub diameters without specializing too much. I don't know whether those specific spacers were meant to be used with a hub-centric ring on our application or not. Ask the mfg?
