Laser's don't work based specifically on reflection. Think about how nearly impossible that would be for a cop to point a laser at a surface that's flat at the right angle to bounce back a reflection to the gun.

Lasers send out a pulse which the gun picks up the time it takes for the pulse to go from gun to car. Then measures the amount of time for each pulse to make it to the target to figure out how much further or closer the target is getting to figure out its speed. (That's why a laser can't be used from a moving vehicle and must be at a dead stop to be accurate or even work at all.)

The laser can bounce off any object. Brick, glass, license, etc. so the only way to trick or block a laser is by sending it back mixed signals; which is precisely what the laser jammers do. No spray or cover is going to help you unless you can fully cloak yourself. LOL
