Sounds to me that they are not doing a proper chip repair. To properly repair a chip, if it's down to the metal, you need to prime it, that is what the white stuff they gave you was, put a color coat on; then after a couple of hours a tiny bit of clear; wait a day so it hardens and put a tiny bit more on.; wait another day and add a little more so it is a little higher than the surrounding paint, then wet sand it level with the surrounding paint; compound it polish it and your done. I know it very time consuming, but if you blob a bunch of paint on and wet sand it it will usually pull out or just look bad. I recommend clear bra.
