I would try polishing it out first with the Porter Cable like you suggested. I've had luck with similar scratches using Adam's focus pads and a hand drill. It's most likely just the clearcoat.

If its too deep, you could try Dr.Colorchip touch-up paint. I just ordered some and will try it out next weekend. It's was around $40 for a basic kit.
