If you're going to do all the mods in the end, it doesn't matter. What you've been reading is that the end HP gains of multiple mods is not equal to adding the HP gains of each mod separately. For example, if exhaust will add 15 HP, and intake 10 HP. Together they will not equal 25 HP gains. In the real world, you might see 20 HP gains together.
