I think mid-range would benefit the most. An extra 10-15 whp at mid-range would go a long way for improving the driveability of the N/A cars.
But you're right... the 3.7 is
very limited unless you go FI. In the end it's the cheapest and most effective way to get meaningful power out of the car.
